科技部2012年度科技基础性工作专项开始申报

    根据《国家科技基础性工作“十二五”专项规划》的部署,科技部将在2012年继续组织实施科技基础性工作专项项目。现将2012年度项目申报指南予以公布,具体事宜通知如下:
1. 科技基础性工作专项项目采取网络申报和文本申报相结合的方式。项目申请需要进行网络申报(网络申报流程和有关事项将于9月下旬在国家科技计划项目申报中心网站上另行通知),并寄送纸质项目申请书。
2. 纸质申请材料一式15份,须加盖牵头单位和主管部门公章并进行无线胶订。请于2011年10月10日前寄送至国家科技基础条件平台中心,逾期不予受理。
3. 请从国家科技计划项目申报中心查询科技基础性工作专项2012年度申报指南、申报要求和项目申请书(格式)。

 973计划新一届专家顾问组详细名单公布

    日前,科技部在其官方网站上正式公布了973计划新一届专家顾问组的详细名单。共30名成员中,中科院系统和高校系统各占三分之一。组长为周光召。科技部组建973计划专家顾问组,旨在对国家重点基础研究发展规划和计划进行咨询和评议。专家顾问组实行任期制,每届任期三年,可以连任。其主要职责是:
    1、对国家重点基础研究发展规划和973计划的总体发展战略、政策和有关规章制度提出咨询意见和建议。
    2、对973计划项目立项、评审及组织实施中的重大问题提出咨询意见和建议。
    3、开展973计划重点领域发展战略研究,提出战略研究报告。
    4、对973计划年度重要支持方向提出咨询意见和建议。
    5、受科技部委托,主持项目综合评审和结题验收工作;根据需要对项目执行情况进行检查;参与项目中期评估工作。
    6、承担科技部委托的其他相关工作。

 博士后科学基金特别资助第四批名单公布

(摘自博士后科学基金会网) 

     按照《中国博士后科学基金资助规定》,博士后科学基金第四批特别资助工作已经完成。中国博士后科学基金会决定给予北京大学陈波等800人中国博士后科学基金第四批特别资助,现对获资助人员名单予以公布(军队系统54名获资助人员名单略)。资助证书将于10月31日前统一邮寄至设站单位,由设站单位统一发给获资助人员。

    资助经费已拨付各设站单位。获资助人员和所在设站单位应按照《中国博士后科学基金资助规定》严格资助经费的使用和监管。获资助博士后研究人员出站时,资助经费结余部分应收回基金会,由基金会按照财政部关于结余资金管理的有关规定执行。

 2011年研究生暑期学校软物质力学高级讲习班第一轮通知

    软物质是指处于固体和理想流体之间的复杂态物质,它与普通的固体、液体和气体大不相同,除了柔软性和复杂性外,还具有对外界微小作用的敏感性。软物质科学涉及力学、物理、生物、材料、化学等多个领域,被认为是21 世纪的科学,近年来得到了国际上的普遍重视。软物质与传统固体和流体一样在各个领域有广泛的应用,对其进行深入的研究,无疑将极大地提升相关领域的科技水平。
    为了推动软物质力学研究在国内的发展,吸引优秀青年学生投入到该领域,培养我国软物质力学学科领域的后备人才,教育部和国家自然科学基金委员会决定共同主办“2011 年研究生暑期学校—软物质力学高级讲习班”,定于2011 年12 月21 日-2012 年1 月4 日在浙江大学举行,其中前半程将与国家自然科学基金委资助的“软物质力学高级讲习班”(2011.12.21-12.27)合并进行。
       讲习班将邀请十几位国内外知名学者担任暑期学校主讲教师,着重讲授软物质力学的基础知识和相关研究进展。本次暑期学校主要面向全国在学研究生,重点招收二年级以上的硕士和博士研究生,部分名额将面向青年教师。
组织方式
1. 容量及考核
    正式学员100 人左右。颁发暑期学校结业证书,并设立“优秀学员”奖项。
2. 招收学员对象
    大学及研究机构在读研究生,重点招收二年级以上的硕士生和博士生,部分青年教师。
3. 授课内容

  本次暑期学校讲授内容主要涉及软物质力学的相关研究进展,具体包括:介电高弹聚合物变形本构、细胞力学、柔性电子器件力学、生物物理、幂律现象与分数阶导数、多尺度数值模拟、软物质物理、生物材料等诸多方向。

 8th European Solid Mechanics Conference

 

(July 9-13 2012 in Graz, Austria)  
 

    The first European Solid Mechanics Conference (ESMC) was held in Munich in 1991. This very successful conference initiated a tri-annual series with subsequent conferences held in Genova, Stockholm, Metz, Thessaloniki, Budapest and Lisbon. The 8th European Solid Mechanics Conference will take place at the Grazer Congress, under the auspices of EUROMECH, during July 9-13, 2012. The aim of the ESMC is to provide a forum for scientists and engineers to exchange ideas on the current state-of-the-art in the mechanics of solids, on new concepts and ideas and to identify important new directions for research.
    We invite you to participate in this conference and to contribute to any topic of your scientific interest. The General (contributed) Sessions for this conference have been organized into seven main areas:
    Continuum Mechanics
    Material Mechanics
    Computational Mechanics
    Multifield Problems
    Structural Mechanics
    Experimental Mechanics
    Dynamics
    In addition, Mini-Symposia will be organized in a range of specialized topics.

Research Fellow in Experimental Dynamic Stress Analysis

Applicants are sought for a post-doctoral Research Fellow appointment at the National University of Singapore. The area of work involves experimental, theoretical and computational aspects of the dynamic mechanical behavior of materials and structures, with a view to constitutive and failure modeling for incorporation into computer simulation codes. The candidate should have a PhD, experience in dynamic materials testing (e.g. split-Hopkinson bars, gas guns, impact testers) and use of computational simulation codes (e.g. ABAQUS, LS-DYNA). Good written and verbal communication skills, and experience in assisting in the writing of research proposals would be definite advantages. The position’s primary area of research will focus on mechanics of micro-scale deformation processes and characterizing the thermomechanics of deformation at micrometer length-scales. One postdoctoral position in advanced concrete materials

 

I am looking for one postdoctor to work on advanced concrete materials and modeling. The desired candidates will have a solid knowledge on concrete materials and mechanics, and are familiar with advanced modeling of hydration, water or chemical transfer in concrete. Extra considerations will be given to candidates with some experimental experiences on concrete microstructures and material characterization.

Biomechanical Engineering
        The Department of Mechanical Engineering at Stanford University invites applications for a tenure-track faculty appointment at the junior level (Assistant or untenured Associate Professor) in the broad area of Biomechanical Engineering. Areas of interest include, but are not limited to, mechanobiology, cell mechanics, transport phenomena in biological systems, bio-inspired design, design and analysis of biodevices or bioinstrumentation, biomaterials, and modeling of physiological systems. In general, we give higher priority to the overall originality and promise of the candidate's work than to the area of specialization.
Theoretical and Computational Fluid Dynamics
        The Department of Mechanical Engineering at Stanford University invites applications for a tenure-track faculty appointment at the junior level (Assistant or untenured Associate Professor) in Theoretical and Computational Fluid Dynamics. The winning candidate will work in an area of multiphysics transport and be able to use the most advanced computational methods and facilities. Example research topics include, but are not limited to, turbulent combustion and reacting flows, nonequilibrium and high-temperature transport, propulsion, multiphase phenomena, coupled fluid flow and heat transfer including radiation, boiling, and particle effects, energy conversion ranging from combustion to solar and nuclear systems, and multiphysics fluid transport in natural systems including the atmosphere.

2011诺奖得主预测 24位引文桂冠得主在列

        2011年10月,诺贝尔奖就要揭晓得奖人,汤森路透9月22日发布了2011年汤森路透引文桂冠奖得主(Thomson Reuters Citation Laureates)——这些被认为是有机会获得诺贝尔奖荣誉的研究人员。
        每年,汤森路透都会利用其研究解决方案Web of Knowledge?中的数据,根据诺贝尔奖的生理或医学、物理、化学与经济分类,使用定量数据来分析和预测最有影响力的研究人员。根据其发表的研究成果的总被引频次,这些高影响力研究人员被授予汤森路透引文桂冠得主(Citation Laureates)称号,预示着他们可能成为今年或不久将来的诺贝尔奖得主。
        汤森路透是唯一采用定量数据预测年度诺贝尔奖得主的机构,自2002年起,共有21位引文桂冠奖得主赢得诺贝尔奖。
        根据研究人员所发表论文在过去二十年间被引用的次数,汤森路透引文桂冠得主通常名列其研究领域科研人员的前千分之一。
        今年,在24名引文桂冠奖得主中,有18名来自美国的研究机构;而来自奥地利、澳洲、加拿大、法国、德国与日本的研究人员,也入选2011年的引文桂冠奖名单。

 科研:成见的来源以及消除

    康德的《逻辑学讲义》(商务印书馆)与其说是一本逻辑学讲义,还不如说是一本认识论的入门书。书中对认识论的很多问题做了深入的探讨。包括无知,成见,判断,质疑等。这里根据我们面临的现状,我觉得讨论一下成见是很有必要的。

    什么成见?百度百科说:成见即定见,指对人或事物所抱的固定不变的看法。但是百度百科对成见的理解还是不够深入的。康德进行了深入的讨论。首先看看成见的来源:模仿、习惯和爱好。康德说:“模仿对于我们的判断具有普遍的影响,因为人云亦云是一种强有力的理由。因此,便有了这样的成见:人人所干的事,便是对的。”习惯也很容易产生成见,这取决于建立成见的人对自己经验的总结速度,有些人经历了一次,就可能建立成见,这是以偏概全。康德指出,如果习惯的成见是通过模仿形成的,那么具有这种成见的人就不易矫正。人们也可称由模仿而来的成见为:不是在法则之下的自发的使用理性,而是消极或者机械地使用理性的嗜好

    康德阐述的模仿的几个主要方式:

一、公式。他们是一些规则,用来表达模仿的典范。公式对于简化复杂的命题非常有用,所以最聪明的头脑总想发现这类公式。但是,所有的公式都有他的前提和条件,一般在接受这些公式的时候,不知其所以然,就是低级的模仿。

二、格言。格言的表达具有如此意味深长的高度精确性,以致好像一更少的严策把握不了他们的意义似的。由于这种原因,这类需借自他人的箴言,由于其权威而被用作法则和规律。论语等中国古代的书似乎更贴近格言。因为往往就一句话,缺少必要的论述。这种格言根据不同人的理解,可能导致完全不同的结果。因此,对格言,要充分的论述,否则,格言就不能用,只能成为成见的主题。

三、警句。为成熟的判断力通过强调包含于其中的思想所产生的警句,是一些本身值得推荐的、其威望常常保持数世纪之久的命题。这类命题往往言简意赅,具有很强的指示作用。但是,这些警句也有其使用范围和时代,不加区分的使用或者遵从警句就会造成成见。

四、法规(是科学上的简明规律)。这是些用做科学基础,并指示某种崇高的、经过深思熟虑的东西的普遍教导。这些法规的正确性往往较好,但是其中也一样藏有谬误的成分,因为,迄今为止,几乎所有的科学成果都是自然的一个近似。有些规律还在不断地更新中。

五、谚语。谚语是普通知性的通俗规则或有关其通俗判断的表达。谚语更多的出现在受教育较少的群体中,帮助他们记住一些道理。但是,这些谚语中甚至有很多根本性的错误和误导。

    个人声望的成见。我们以他人的声望来建立我们的知识,且并不因此使我们感到内疚,因为我们不能事事都亲自经验,事事都用自己的知性来把握,因此,个人的声望必定就是我们判断的基础。这是单纯的成见,因为,理性真理之有效是无个性特征的,这里的问题不是“谁说了什么”,而是“他说了什么?”问题不在于知识是否来自于名人。此外,个人的声望也以间接的方式取悦于我们的虚荣。伟人的崇拜者认为他们是平等的,因为谁都比不上伟人。我们今天盲目的信任专家的判断就是一种个人声望的成见。

声望的成见还包括多数人声望的成见。民众主要倾向于这种成见。因为民众无能力评价个人的贡献、才能和知识,所以他们喜欢在“人所公认必真”这一假定下,坚持多数人的判断。

时代声望的成见。对古代的成见是其中最重要的一种成见。由于我们视古人为知识和科学宝库的主人,把他们著作的相对价值奉为绝对价值,盲目的信赖他们的贡献,这种尊敬往往过了头。

2由自爱或逻辑的利己主义而来的成见。根据这种成见,人们把自己的判断与他人判断的一致当做标准是不必要的。这种是对自己知性的产物表现出某种偏爱。

    上面康德的阐述仅仅是其中的一部分。成见带来的危害是巨大的,可能导致我们错误的使用了一种知识进行判断,从而导致错误的结果。而且由于成见的牢固性,这种错误往往多次发生而不自省。那么如何消除成见呢?个人以为要通过如下努力:

一、努力避免模仿。模仿作为人之初的学习行为是不可避免的,但是不能成为人一生都模仿的理由,有理性的人应该尽早的从模仿过渡到理性的思考为主,甚至发展到以模仿为耻的地步。在科研领域,尤其要避免模仿,因为模仿根本就是在给别人鼓掌,当个不起眼的观众。

二、努力养成批判吸收的习惯。不好的学习习惯是盲目的接受,不管是格言还是警句,如果我们在没有真正理解之前,是不能随便变成自我的标准的。要给这些格言以丰富的标注,以充实它们的使用方法。不然,就变成了教条主义者,或者断章取义。

三、努力养成独立的人格。对名人声望的崇拜是我们更容易相信名人的知识,但是这实际上是把自我的命运交给了陌生的名人。他们其实可能仅仅是比我们稍好一点,他们的知识中可能蕴含着巨大的漏洞。所谓独立的人格,是要站在平等的基础上,理性的看待有声望人的知识,要比对待书本知识还要严格的立场去观察。在科研上,尤其要注意一些“大家”的判断,如果错误,往往是方向的错误。爱因斯坦做过不少错误的判断,并为此还专门道歉过。因此,无论谁说的,我们只关注他具体说了什么,而不要管这个人是谁。

四、努力养成辩证的历史观。对待历史上的知识,我们要充分认识到它们的时代局限性,考虑到当前的特殊性,在尊重共性规律的基础上,有条件甚至有变化的吸收历史知识,盲目的照搬只会导致可笑的结果。

五、让理性超越面子。我们很多人都有面子,对自己的东西尤为的珍惜,但是对于自己的思想就要慎重,不能因为是自己做的东西,就不允许别人批判,就认为它们高于他人的结果。这些就要我们彻底的消除面子心理。同时,也不能寄希望用自己的成果来压制别人,这样只会造成历史的笑话。因为,好不好是有客观的标准,也会有历史的评价,不是压制或者引诱就可以解决的。

    总的来说,康德描述的成见在我们做科研的过程中到处都存在,也大大的阻碍了我们科研的发展。在中国的文化氛围下,成见,尤其是模仿和声望带来的成见的危害尤其严重。当然,成见并不能彻底的消除,但是如果成见少一些,也许我们的精神就更自由一些,做科研的结果可能会更好一些。为了生活,我们可以更好的使用某些成见,为了科研,最好没有成见。
